Getting Rid Of "Herringbone" Water Effect

With my new rig, I'm now able to see Il2 with all the eyecandy- but I'm getting that nasty "herringbone effect" where water textures don't quite match up. I've tried higher and lower LOD biases and various combinations of FSAA and Anisotropic to no avail. How do I get rid of this?

what GPU?

Type of monotor?

what resolution ?

what Conf.ini settings from Open GL?

Forceware 169.12 with the following settings;
Anis=application controlled
AA Gamma correction=on
AA Mode=override any application setting
AA=4x
AA Transparency=multisampling
Conformant texture clamp=use hardware
Error reporting=off
Extension limit=off
Force mipmaps=none
Multi-display=Single display
Sterero display mode=use on board DIN connection
Texture filtering-Anisotropic sample optimization=off
Negative LOD bias= clamp
Texture filter quality=high quality
Trilinear optimization=off
Threaded optimization=on
Triple buffering=on
Dynamic tiling=safe
Anisotropic mip filter opt.=off
Vsync=force on
Settings in Il2 setup for maximum.
