I´ve never ever heard about that. Maybe it was part of a bad joke like "Who left the lights on in Belgium? - The Germans did in 1945 ..."
Anyhow, I think that the payments for WWII will somehow last much longer for us Germans. Let´s say for the next 1000 years?
