Tecnically yes but it is still in a state where it really doesn't matter what you throw at it there is the possibility that you will still have performance issues. Even if you dont there are more holes in it than net curtains.
For best performance I have found force v-synch through your card along with AA & AF, switching them off in game. Drop the grass and as for the rest higher settings do not seem to have much of an impact. I still don't think its as good looking as RoF but thats a subjective opinion.
