Unified Installer Woes

I've been doing this over TS with McBiggles, we have reached an impass with where to go with my install(s). I've downloaded and installed three times now all the downloads were the Unified Installer, all three were different downloads, and none of them seem to work. In general here are my issues.
I get no errors on downloads or installs so nothing glaring there.
I've used the switcher and clicked on the 1.09 with 6Degrees OF.
I've removed all the "-" in front of the files in the "MODS" folder.
Starts up fine, but the entire game menu is in Russian.
I don't get the new sounds to come through.
The new spinnning propeller does not seem to be displaying.
It looks like the game is still playing in 1.08, but the start menu says I'm in 1.09.
The TrackIR works, but not in 6 degrees. I've checked my TrackIR settings and they are setup correctly with all 6 axis checked. In game I'll go between gunsight and regular view, but still only get the two axis to work. I have the latest software for the TrackIR.
When connecting with McBiggles online, we connect with same version of game (1.09) but when he uses a new map I get an error, with an original map it's fine. We looked into the files and the maps are in the mapmods folder. If I go to the full mission builder in game the maps don't show up as an option though.
Just not sure why I'm having problems.
I did notice Frank's new addition to the Unified Installer topic. I'll try that too and see if that helps...
