As already unearthed by TacticalS! ; getting the skins into the net cache folder seems to be the only way to use custom skins without the lag.
If disc space is at a premium you'd only need your own skins and FI default in the ac folders and let the cache handle the rest.
It may be an Idea to have an FI net cache that could be swapped or just re-named in a similar fashion to the switcher .bat files. That would allow for clearing out the regular net cache.
